When do you need a developer NOC in the UAE?
The clearest case is off-plan resale: before an Oqood-registered unit can be transferred to a new buyer, the developer issues an NOC confirming the seller's obligations are current. Completed-unit resales in some master communities also route through a management NOC confirming no outstanding dues.
NOCs appear in everyday ownership too: move-in approvals, renovation approvals and, in some communities, fitting-out permissions all run through the management or developer office. They are different documents from the resale NOC, so confirm exactly which approval your situation needs before you apply.
How much does an NOC cost and how long does it take?
Developer NOC fees for off-plan resale commonly range from AED 500 to 5,000 depending on the developer and project, and processing commonly takes from a few days to a few weeks. The variation is entirely down to the developer's internal checks, so ask for the current fee and timeline in writing before you commit to transfer dates.
The cost is small but the sequencing matters. Most delayed transfers trace back to an NOC applied for too late, or refused because service charges or installments were outstanding. Clear every due, then apply, then book the transfer — in that order, in every emirate that requires the NOC step.
What should you do if an NOC is refused or delayed?
First, ask for the refusal reason in writing. The usual causes are unpaid service charges, outstanding payment plan installments or documentation gaps. Most refusals are cured by settling the stated amount and reapplying, which is why buyers and sellers should budget a buffer between NOC application and the booked transfer.
If a developer refuses without lawful cause or sits on the application, escalation runs through the registering authority — RERA channels in Dubai or the local land department elsewhere. Keep all correspondence; a documented trail is what turns a frustrating phone call into a case that an authority can act on.
