What documents do you need to buy property in Dubai?

For a resale purchase: passport and Emirates ID for each buyer, the signed MOU Form F, the seller's title deed, the developer or community NOC, and at transfer, payment instruments agreed with the trustee office. Mortgage buyers add the mortgage offer, liability letter and the bank's presence at transfer.

Off-plan purchases replace the title deed with the Oqood registration and use the developer's sale and purchase agreement instead of Form F. Company buyers need trade licences and board or shareholder resolutions. If anyone signs remotely, the power of attorney must be notarised and attested — commonly through the UAE embassy chain for signatories abroad.

Which documents matter when buying off-plan or with a mortgage?

Off-plan files live or die on the sale and purchase agreement and the Oqood certificate. Read the payment plan schedule, the handover provisions, the specification clauses and the delay provisions before signing. Verify afterward that the developer actually registered the unit with DLD and that the Oqood certificate carries your name correctly.

Mortgage files add the bank's paperwork: the offer letter, valuation, liability letter and the new mortgage registration at 0.25% of the loan plus AED 290 in Dubai. Non-resident buyers should expect additional bank documentation and more lead time. Sharjah, Abu Dhabi and the Northern Emirates issue their own versions of these documents under their own authorities.

Do document requirements differ by emirate?

They do. Dubai's Form F and Dubai Rest ecosystem do not exist in Sharjah, Ajman, RAK, Fujairah or Umm Al Quwain, each of which runs its own sale contracts and registration forms. Abu Dhabi registers through DMT with its own requirements, and Sharjah's foreign-ownership structures — freehold or 100-year usufruct in designated zones — generate their own paperwork.

The safe assumption is that nothing transfers between emirates automatically. Ask the registering authority for its current document list before the transaction, not on the day. Identities, however, check the same everywhere: verify that the seller's name on the title or ownership document matches their identification exactly before any money moves.
