How does an off-plan payment plan work in the UAE?
An off-plan payment plan splits the price into installments tied to construction: a booking deposit at reservation, further installments at milestones such as 20% or 40% build completion, and a final chunk at handover. Many developers add post-handover plans, where part of the price is paid in installments after you receive the keys.
In Dubai these payments flow into the project's escrow account under Law No. 8 of 2007, released against verified progress, and the 4% DLD fee is collected when the sale is registered via Oqood. The plan is a financing tool — it spreads cost instead of demanding a mortgage on day one — but it is still a full commitment to the entire price.
What protections do off-plan buyers actually have?
In Dubai, the combination of project registration, escrow supervision by RERA and the Oqood record gives buyers a defined legal position: registered purchase, monitored funding, and a recognised claim if things go wrong. Other emirates offer their own registration and supervision frameworks, generally less documented publicly, so ask the local authority what applies to your project.
The contract is the rest of your protection. Specifications, delay remedies, cancellation rights and completion definitions all live in the sale and purchase agreement. Read it before the booking deposit, not after; once signed, arguments about renders and showroom promises rarely survive the contract's clauses.
When does buying off-plan make sense, and when does it not?
Off-plan suits buyers who can wait and fund installments over years, who want today's launch pricing and payment spread, and who are comfortable that the final unit is specified rather than visible. It has historically been the entry route for buyers priced out of the ready market in the same community.
It makes less sense if you need a home or a rent-producing asset by a date certain, if your income is unstable, or if you would need to resell mid-construction — resale requires a developer NOC, commonly AED 500 to 5,000, and a market that may have moved. Honesty about your timeline is worth more than any launch discount.
