Renting is regulated at emirate level. Dubai operates under the framework of Decree 26 of 2007 and Law 33 of 2008, as amended, with the Rental Dispute Centre hearing tenancy cases. Abu Dhabi, Sharjah, Ajman, RAK, Fujairah and Umm Al Quwain each apply their own rental legislation through municipal authorities and rental committees.
Because the rules differ, the emirate where the property sits sets your rights, not the emirate where you work or hold residency. Tenant obligations are straightforward: pay rent on the agreed schedule, keep the unit in good order, follow building rules and register the contract — Ejari in Dubai, Tawtheeq in Abu Dhabi or the local equivalent elsewhere. Tenants in Dubai also pay the 5% housing fee on annual rent through DEWA bills. Put every agreement in writing.

Landlords generally have the right to receive rent on time, to expect the property to be cared for, and to reclaim it in the legally defined eviction cases. They typically carry responsibility for major maintenance and structural faults, while tenants commonly handle minor upkeep; the contract should allocate duties precisely, because regulators read it first.
Security deposits — commonly 5% for unfurnished and 10% for furnished homes in Dubai — are market practice rather than a statutory rate, and deductions must correspond to damage beyond fair wear and tear. If a deposit is withheld unfairly or an eviction looks improper, Dubai tenants escalate to the Rental Dispute Centre; other emirates have equivalent committees. Verify procedures locally.
