What problems come with a missing or stale Ejari?

If you move out, the outgoing contract should be closed properly so the new tenancy can be registered without conflicts. Keep every receipt and the final Ejari certificate.

Ejari is Dubai-specific. Abu Dhabi uses Tawtheeq, while Sharjah, Ajman, RAK, Fujairah and Umm Al Quwain run their own tenancy registration through municipal authorities, with their own fees and forms.
